The full suite runs $13.57/mo in 🇹🇷 Turkey and $88.65/mo in 🇬🇧 United Kingdom.

The student plan is the bigger lever
Before optimising your country, check whether you qualify for Adobe's education pricing. The student plan runs $7.14/mo in 🇹🇷 Turkey and $34.03/mo in 🇳🇴 Norway — a median of $23.44/mo against $48.46/mo for the individual plan.
In other words, a verified student in an average-priced country pays less than someone region-switching to Turkey on the standard plan, with none of the friction and none of the terms-of-service exposure. Adobe verifies enrolment through a third party and re-checks annually.
What Adobe actually checks
Creative Cloud is stricter than most streaming services, and the failure modes are different. What we can say from how the product behaves:
