Why one country, and not the cheapest country for each subscription?
Because each region is something to keep up: a VPN location at signup, a payment method its checkout accepts, sometimes a separate account. The calculator shows both — the best single country, and what buying each in its own cheapest country would save.
Is it allowed?
Paying another region’s price usually breaks the vendor’s terms of service, and some checkouts verify the card or billing address. It is not piracy: you pay the vendor’s own price through its own checkout. The longer answer.
